This position is an essential function of the organization. This position is responsible for managing CommonSpirit Health's centralized debt compliance program and the tracking and reporting of private use activity for the System's
$14.5 billion tax-exempt and taxable debt outstanding. Incumbent is responsible for developing guidelines and implementing procedures and assumes accountability to ensure compliance with federal tax laws and regulations. This
position educates and coordinates with Obligated Group Members and Affiliates to track private use throughout the System. Position collaborates and communicates effectively with internal and external stakeholders at all levels of the

1. Manage bond compliance and private use issues, to include; reviewing and analyzing service contracts, research agreements, leases and contracts with other 501(c)(3) organizations for potential unrelated trade or business activities; maintaining DAC private business use system and preparing periodic reports for governance purposes; manage IRS audits as it relates to bond financed property; and develop formalized process to educate markets on private use issues and bond compliance regulations
2. Manage the completion of Schedule K, Form 990 for CommonSpirit Health and affiliates
3. Actively participate in the planning and implementation of external bond issues which includes managing the capital expenditure, TEFRA hearing and due diligence processes
4. Accountable for ongoing market disclosure requirements and reporting thereof
5. Provide support and back up as needed on debt portfolio activities
6. Take lead in managing special projects and other responsibilities as assigned to support the management of CommonSpirit Health's debt structure


Required Education and Experience Bachelor's Degree and minimum of 5-7 years leadership experience in the discipline. Master's Degree preferred

Required Minimum Knowledge, Skills, Abilities and Training - a. Knowledge regarding tax-exempt municipal bonds required..Must have experience reviewing and interpreting contracts and documents.

Must be extremely detail oriented.
