Regional Center of the East Bay (RCEB) is one of 21 Regional
Centers that are community-based, private non-profit corporations
under contract with the California Department of Developmental
Services. RCEB provides intake, assessment, diagnosis, and
coordinates community-based services for over 25,000 children and
adults with developmental disabilities in Alameda and Contra Costa
counties. RCEB envisions a future where persons with developmental
disabilities are truly a part of the community. Persons with
developmental disabilities receive supports and services they need
to succeed. The supports and services change as the need changes.

neighborhood schools and play with neighborhood friends. Adults
with developmental disabilities live in the residence of their
choice – with family members, with friends, or with their spouse /

RESPONSIBILITIES AND DUTIES: The Director of Client Services
provides strategic leadership and division-wide oversight to ensure
the delivery of high-quality, equitable, and person-centered case
management services for every individual and family served by the
Regional Center of the East Bay. As a key member of RCEB’s senior
leadership team, this role is responsible for advancing the
agency’s mission, values, and strategic priorities; ensuring
compliance with all state and federal laws and California
Department of Developmental Services (DDS) requirements; and
developing strong, effective leadership capacity across the Client
Services Division. This role will be responsible for all functions
related to case management, ensuring cross-collaboration, a
cross-functional understanding across all Agency functions, and
implementing systems that enhance overall organizational and
operational effectiveness, while providing a high level of customer
service to all partners and customers. This position requires a
high level of cross-functional critical thinking and problem
solving, exceptional communication skills, an ability to function
in fast-paced environments with competing priorities, sound
judgement and the utmost confidentiality. This position will report
to the Associate Executive Director. JOB DUTIES: Oversee Associate
Directors and provides long-range planning, systems improvement,
performance accountability, and operational leadership for all
client services programs. Lead in developing, communicating, and
implementing organizational policies, procedures and processes.
Provide strategic leadership and direction to the Client Services
team, guiding Associate Directors and Client Services Managers in
developing and implementing long- and short-term operational goals
aligned with RCEB’s mission, values, and Strategic Plan. Leads the
design of innovative, data-driven strategies to strengthen service
delivery and organizational performance. Establish, communicate,
and monitor division-wide standards for program quality, service
equity, regulatory and organizational compliance, documentation,
and case management best practices. Partner with Associate
Directors, who coordinate directly with the Training Division to
ensure alignment of training priorities. Provide leadership with
community partners in the planning and implementation of culturally
and linguistically responsive services that meet the needs of
clients and their families; and assure compliance with state and
federal requirements. Serve in a technical advisory capacity on
resolving complex issues. Maintain on-site high visibility and
presence during business hours, with a structured schedule and
flexibility as permitted by the Associate Executive Director.
Oversee the implementation and monitoring of the Performance
Contract, regional center performance measures (RCPM) and Strategic
Plan. Attend all meetings of RCEB Board of Directors. Provide staff
support to the Board of Directors and other groups as required.
Perform other duties and responsibilities as assigned by the
Associate Executive Director. MINIMUM QUALIFICATIONS: Master Degree
in social work, psychology or closely related health or human
services field. Ten years of increasingly responsible management
and/or leadership experience in providing services to persons with
intellectual and/or developmental disabilities with at least five
(5) years in the Regional Center system. Previous experience in the
Regional Center service system required. Excellent written and oral
presentation skills and problem solving capability. Possession of
automobile and valid California driver's license with current auto
liability insurance. PHYSICAL REQUIREMENTS: Primarily sedentary
office work: typing, data analysis, standard mobility. Regular
lifting of up to 10 lbs.; occasional up to 20 lbs. Requires ability
for near/far vision, communication, and fine motor tasks. Office
environment with moderate noise; occasional interactions with
