Preconstruction Manager

Job Description:

Construction Innovations is seeking highly technical candidates with an entrepreneurial spirit, who are excellent multi-taskers and quick decision-makers to serve as Preconstruction Managers for the electrical and low voltage systems of commercial building, industrial, utility scale solar, and/or medium-to-high voltage substation, transmission and distribution projects. This key role is responsible for developing a project from its conceptual phase through its final design, including all aspects of the bid/estimating process from review of plans and specs, performing quantity take-offs, pricing, scoping and bidding of projects, to soliciting and negotiating prices from contractors/suppliers through completion of the bid/estimating effort.



  • Maintains existing and develops new client relationships
  • Cultivates relationships with Owners, Engineering Firms, Vendors, Consultants, and Subcontractors
  • Attends client functions and/or industry related events, as needed
  • Actively participates and builds relationships within the industry to generate and enhance business opportunities
  • Assists the Sales and Marketing Manager with preparation of responses to RFPs and RFQs
  • Conduct site visits as necessary
  • Develops, negotiates and closes new business with existing and/or new clients via phone, email or personal visits
  • Leads interviews and interview preparation for negotiated bids
  • Follows-up with clients to negotiate past estimated projects or future work, obtains status of submitted proposals, and solicits feedback to determine performance and documents findingsESTIMATING/BUDGETING:
    • Develops conceptual designs and estimates for electrical projects from architectural, general arrangement or engineering plans
    • Fills in design gaps for the completion of estimates
    • Ensures estimators have the most current design information for the preparation of estimates
    • Reviews and/or performs take-offs, ensuring accuracy and completeness
    • Analyzes revised plans and specifications for changes that may affect budget
    • Develops, solicits and analyzes electrical equipment vendor and subcontractor bid packages
    • Determines unit pricing based on past experience and historical data
    • Tracks and manages estimates between initial and final proposals, and keeps client and team aware of current estimates and impacts of design decisionsPROJECT MANAGEMENT:
      • Clarifies and documents scope of work, materials, and schedule requirements
      • Communicates the project design requirements to the engineering team and attends design meetings with the project team and/or client once a project is awarded
      • Acts as the liaison between Sales and Marketing, operations, and engineering
      • Manages project turnover from Sales and Marketing to the Project Management team
      • Supports Project Management team during the construction phase of the project to ensure customers receive what was promised at the time it was bid

        • 5+ years' experience in estimating and/or project management in an electrical, construction or consulting company
        • Bachelor's Degree in Construction Management, Electrical Engineering or related field, preferred
        • Electrical apprenticeship completion and journey level electrical construction experience highly preferred
        • IF SEEKING BUILDING FOCUS: Commercial and or industrial building experience is highly preferred
        • IF SEEKING RENEWABLE FOCUS: PV solar experience is highly preferred
        • IF SEEKING POWER FOCUS: Medium Voltage to High Voltage substation, transmission and distribution conceptual design and cost analysis experience is highly preferredKNOWLEDGE & SKILLS
          • Thorough understanding of electrical installation methods, National Electrical Code (NEC) and National Electrical Safety Code (NESC) for renewable, commercial, industrial and utility construction
          • Ability to read electrical, mechanical, structural and architectural plans
          • General product and product installation knowledge
          • Awareness of market trends, emerging technologies and competitive intelligence
          • Ability to achieve goals and/or targets with a sense of urgency, without direct supervision
          • Ability to manage multiple accounts at a time
          • Ability to travel as neededPHYSICAL REQUIREMENTS:While performing the essential function of this job, employees are regularly required to sit for long periods of time. Regularly required to walk and stand, talk and hear, both in person and by telephone. Use hands repetitively to finger, handle, feel and operate standard office equipment; reach with hands and arms; and lift, pull and push up to 10 lbs. Required to have close vision, distance vision, and the ability to focus.
