Day to Day Responsibilities of this Position and Description of
Able to effectively manage multiple, high-complexity
projects/programs of diverse scope to implement Blue Cross Blue
Shield Association (BCBSA), state, and federal mandates.
Coordinate efforts to estimate and scope proposals.
Leverage established methodologies and tools to develop and execute
project scheduling, including work breakdown structure (WBS),
milestones, critical paths, cross-functional dependencies, and the
overall project schedule.
Manage project resources to meet deliverables, including forming,
motivating high-performance, cross-functional teams, which may
include on and off-shore resources.
Provide regular communications and project status reports to
management, stakeholders, and the project team.
Manage project related risks, issues, assumptions, and
dependencies, including making recommendations to management on
mitigating and / or remediating activities.
Assists in the resolution of conflicts regarding resources,
deadlines and standards.
Demonstrate sound judgment in selecting appropriate methods and
techniques, in support of delivering the project deliverables.
Make presentations to IT management, sponsors, and/or vendors.
Manage project costs within the approved capital and expense
budgets, including trend analysis and appropriate communications
and support should budget adjustments be warranted.
Provide accurate project expenditure and necessary accruals to the
Ensures adherence to enterprise project management methodology and
Internal/External Groups with which the Candidate will interface:
impacted business units; all IT teams: application development,
data services, QA, Infrastructure, Architecture, Security; offshore
2. Candidate must have hands-on experience in project/program
resource planning, reporting, prioritization, and budgeting with
both on-shore and off-shore staff. 2. Any experience with Medi-Cal
line of business
3. Experience leading projects and programs within and outside IT,
as well as projects and programs that involved external providers.
4. Demonstrated ability in estimating, calculating, and reporting
on financials 4.
5. Possess excellent communication (verbal and written), and
interpersonal skills. 5.

Education Requirement: Bachelors degree or higher preferred but not
Required Testing: n/a
Software Skills Required: MS Project, Planview, or similar project
MS Office Suite (MS Project, Word, Excel, PowerPoint and Visio)
Required Certifications: PMP Preferred but not required; SAFe Scrum
Master training desired
