on our team.POSITION SUMMARY:Reporting to the Director of HR &
Training, the Senior Human Resources (HR) Advisor plays a key role
in fostering a positive and inclusive work environment across the
organization. This role focuses primarily on our new hire and
employee experience, employee relations support, full-cycle talent
acquisition, and onboarding, ensuring that staff feel supported,
heard, and valued throughout their employment journey. The Senior
HR Advisor serves as a trusted advisor to managers and employees,
facilitates resolutions to workplace issues, and leads the full
cycle recruitment process for a variety of roles across the agency.
Due to the nature of the work, the Senior HR Advisor will be
expected to have a high level of confidentiality and professional

- Provide day-to-day guidance and support to managers and staff
on performance management, policy interpretation, conflict
resolution, and workplace concerns.
- Work closely with the Director of HR & Training and the Chief
HR Officer to identify trends and recommend strategies aimed at
improving employee morale, performance, and retention.
- Consult with HR leadership as needed, supporting positive labor
relations and ensuring consistency with the Collective Bargaining
Agreement (CBA).Employee Relations
- Assist in conducting and documenting internal investigations
related to policy concerns, employee complaints, and other HR
matters.
- Maintain and update documentation related to performance
improvement plans, disciplinary actions, and coaching
conversations.
- Facilitate employee relations training sessions, covering
topics such as policy updates, performance management, and
more.Talent Acquisition & Onboarding
- Manage full-cycle recruitment for a variety of roles, including
posting jobs, sourcing candidates, screening applicants, and
scheduling interviews.
- Ensure candidates have a clear and supportive experience
through timely communication and smooth onboarding.
- Generate and manage offer letters, background checks, and
related new hire documentation.
- Track and report on key hiring metrics to support workforce
planning.
- Oversee the entire onboarding process for new hires, including
initiating the process in the HRIS.
- Facilitate new hire orientation sessions, regularly evaluating
what is effective and identifying areas for improvement.General HR
Support
- Promote compliance with employment laws and internal policies
in daily operations.
- Assist with audits or HR reporting needs related to recruitment
and employee relations.
- Collaborate with other HR team members to support
cross-functional initiatives and events.
- Provide back-up support to HR colleagues during absences or
peak periods.
- Perform other duties as assigned.REQUIRED QUALIFICATIONS
- 5+ years of Human Resources experience
- Bachelor's degree in Human Resources, Business Administration,
or a related field required; equivalent combination of education
and experience may be considered
- Solid understanding of California employment law, particularly
related to leave, discipline, and accommodations.
- Experience conducting or assisting employee relations
investigations and with writing clear and objective
documentation.
- Strong interpersonal skills and ability to communicate
effectively at all levels of the organization.
- Experience managing end-to-end recruitment in a fast-paced
environment.
- Proficiency with applicant tracking systems (ATS), HRIS systems
(such as ADP), and Microsoft Office Suite.
- Excellent written and verbal communication skills; able to
effectively communicate across all levels of organization.
- Must be able to work independently, manage projects, meet
deadlines, with a high degree of accuracy.
- Should have agility and flexibility to be a part of a
high-functioning team (where day-to-day responsibilities and
projects fluctuate over time).
- Experience handling highly confidential and sensitive matters
with empathy.
- PHR or SHRM-CP or other HR related certification strongly
preferred
- A background clearance is required.PHYSICAL REQUIREMENTS
- Must be able to remain stationary for extended periods of
time.
- Must be able to move throughout the office, access files, meet
with staff and external partners, climb four flights of stairs if
needed.
- Require the mental acuity to perform the essential functions as
outlined in an accurate and timely fashion.Hybrid WorkWe have
adopted a hybrid working model and currently require employees to
be present in the officeat least3 days per week, with the option to
work 2 days per week remotely. Applicants should be comfortable
